CLI: fix batch mode fopen() -> win_fopen() (Windows)

GUI: fix `save_to_file()` `filename.toLatin1()` -> `toUtf8()`
tests: `fopen()` -> `testUtilOpen()`, `remove()` -> `testUtilRemove()`
